An RSO apartment sale needs a clear account of the current income, lawful rents, property condition and tenant-related obligations. Confirm the City's jurisdiction and each unit's coverage rather than relying on a neighborhood name or building age alone. The Los Angeles Housing Department's RSO overview explains coverage and exceptions.

The LAAA Team's published track record includes 495+ transactions totaling over $1.55 billion. For a proposed RSO sale, we compare relevant transactions with your building's current operation and any supportable future plan.

What is the RSO and How Does It Affect Your Building's Value?

The City's RSO governs rent increases and other tenancy protections for covered units. LAHD's allowable rent increase bulletin states a 3% annual increase for July 1, 2026 through June 30, 2027, and explains notice and other conditions. Review the unit's rent history and applicable requirements before serving an increase.

Buyers need two separate views: the lawful current rents and collections, and the income that depends on future leasing. Support projected market rents with relevant rent comparisons. The gap alone does not establish when it can be collected or how much a buyer should pay.

RSO Cap Rates: What to Expect

Cap rate divides net operating income by price. Compare recent sales with relevant location, condition, tenancy and income assumptions. The team's market pages disclose dated historical samples; they are not current market-wide RSO cap-rate quotations.

A buyer may account for future leasing when pricing a building, but the buyer also needs to assess turnover timing, financing, repairs and reserves. Current-income and projected-income cap rates answer different questions and should be labeled separately.

The Vacancy Decontrol Advantage

LAHD explains when a lawful new tenancy may start at a market rent. Confirm the circumstances of the vacancy and any restrictions with counsel. An owner's plan to sell does not create a right to displace a tenant.

Illustrative example: If one unit moves from $1,400 to $2,200 per month, the annual gross-rent difference is $9,600. If five distinct units make that change, the annual gross-rent difference is $48,000. These are hypothetical rents and completed turnovers, not a forecast for a North Hollywood property.

Gross rent is not NOI. Account for collections, vacancy and the change in operating expenses before estimating incremental NOI. Budget renovation, leasing and other capital costs separately. Dividing the $48,000 gross-rent difference by a cap rate would overstate value by treating it as net income. Turnover and rent growth are uncertain; they do not establish automatic appreciation. Insurance increases have no pass-through beyond the annual allowance except through a Just and Reasonable application, so see what insurance does to an RSO building's value.

Just Cause Eviction

A sale does not itself create a right to terminate a protected tenancy. Review the applicable grounds, notices and tenant protections with counsel. LAHD's RSO overview is an official starting point.

Ellis Act

Withdrawing rental units involves notices, filings, relocation obligations and restrictions on future use. Eligibility and timing depend on the property and tenants. Use LAHD's withdrawal procedure and current relocation information with counsel before planning the transaction.

Tenant Buyouts

A proposed buyout needs voluntary tenant agreement and compliance with the applicable disclosure and filing requirements. Review the process and actual proposed terms with counsel. A general dollar range does not estimate a particular tenant's agreement.

TOPA (Tenant Opportunity to Purchase Act)

Do not assume a proposed tenant-purchase policy creates an operative sale-notice requirement. The City Council action in Council File 24-1269 requested reports on TOPA and COPA frameworks. Before setting a sale timeline, have counsel confirm the enacted requirements that apply to the particular property and transaction.

What Buyers Look For in RSO Buildings

Prepare the unit-by-unit rent roll, leases, collection history, rent increase records, registration information and available notices or orders. Buyers also review operating costs, building condition, permits and capital work. Identify future rent assumptions separately from lawful current income.

Compare the buyer's operating plan, funding, diligence and contingencies with the seller's assignment. More projected rent or a higher offer alone does not establish that the buyer can complete the purchase.

Our Approach to Selling RSO Buildings

Pre-Market Preparation

We organize current financial records and relevant sale and rent comparisons, identify missing information, and distinguish deferred maintenance from a proposed renovation plan. Review the pricing analysis and assumptions with the seller before setting the marketing strategy.

Targeted Marketing

Buyer materials should make the current operation, tenant-related facts and remaining work understandable. Match outreach and property access to the building and the seller's public or confidential marketing plan. Our apartment selling guide explains preparation and offer comparison with a dated example of the team's work.

Transaction Management

Track buyer questions, inspections, financing and contract deadlines with the responsible parties. Refer legal disputes, notice requirements and tax matters to the appropriate advisers. The brokerage team coordinates the sale; it does not promise that every dispute can be resolved or that an escrow will close.

Frequently Asked Questions

What is the RSO and which buildings does it cover?

The City of Los Angeles RSO covers qualifying rental units, with coverage and exceptions explained by LAHD. Confirm the jurisdiction and unit-level record before assuming coverage from age or address alone.

How does RSO affect my building's sale price?

Compare current income, tenant protections, condition and any supportable future income plan with relevant recent sales. A rent gap does not establish a current cap rate, turnover date or guaranteed price premium.

Can I raise rents before selling?

Confirm the unit's coverage, rent history, notice requirements and current allowable increase using LAHD's bulletin. A vacant unit also needs review of the circumstances and applicable restrictions before setting a new rent.

What is vacancy decontrol and why does it matter?

A lawful new tenancy may permit a new market rent under applicable rules. Separate that possible future income from current collections, and budget operating costs and any work needed. Tenant turnover is not a predictable income schedule.

How long does it take to sell an RSO building?

The team's reported 34-day apartment median and 38% sold under 30 days are team-wide historical figures, not an RSO-specific forecast. See the reported performance explanation. The building, buyer diligence and contract determine the actual sale schedule.

Do I need to notify tenants that I'm selling?

Have counsel confirm the enacted notice requirements for the property and transaction. Council File 24-1269 requested reports on tenant-purchase frameworks; that action does not establish a TOPA sale-notice period. Inspection access has separate notice requirements. Coordinate lawful access with management, tenants and counsel.

What are relocation fees if a buyer wants to use the Ellis Act?

Use LAHD's current relocation information and withdrawal procedure. Amounts and timing depend on the applicable rules and tenant circumstances. Confirm the requirements with counsel before underwriting a withdrawal.

How can the LAAA Team help with an RSO sale?

We can discuss the current operation, pricing, buyer materials, outreach and offer comparison for your building. Review our published completed transactions and ask for a confidential valuation or sale proposal. Your legal and tax advisers confirm their respective requirements.
